ICA (International Council on Archives)
Mission
  To establish, maintain and strengthen cooperative relations between archivists of all countries and
  between all archives, especially through the exchange of information.
Establishment
  August 1950, Paris, France (sponsored by UNESCO)

Members
  1,400 members in 198 countries as of 2011.

Koreas membership status
  - Joined as a state member (level A) in July 1979.
  - NAK participated in the International Congresses on Archives from the 11th in 1988 to the 16th in 2008,
    and in the CITRA meetings in 1981, 1982, 1986, 1990, 1991, 1995, 1999, 2002, 2004, 2005, 2006, 2007,
    2008, 2009, and 2010.
  - NAK delegates participated in the 42nd CITRA in Oslo, Norway in September 2010 to make a presentation
    on the ‘long-term validation system of the electronic signature for digital records in Korea.’
EASTICA (East Asian Regional Branch of the ICA)
Mission
  To exchange information and technology on records and archives among the countries in the East Asia region.
Establishment
  July 1993, Beijing, China.

  Seven states (the ROK, China, Japan, the DPRK, Mongolia, Hong Kong and Macau)

Koreas membership status
  - Acceded as a founding member in 1993.
  - Elected as Chairman of EASTICA from 2000 to 2003.
  - Conference participation: General Conferences in 1993 (Beijing), 1995 (Macau), 1997 (Tokyo),
    1999 (Hong Kong), 2001 (Seoul), 2003 (Hangzhou, China), 2005 (Urumqi, China) and Executive Board meetings
    in 1994 (Ulan Bator), 1996 (Beijing), 1998 (Shanghai, Suzhow), 1999 (Daejeon), 2000 (Xiamen, China),

  - NAK organized a regular EASTICA Executive Board meeting and seminar in BEXCO, Busan in November 2004.
  - NAK is scheduled to organize an Executive Board meeting and a regular seminar at the time of the
    opening of the Nara Repository, Seongnam in April 2008.

China
The delegates of the State Archives Administration of China visited NAK in September 1996.
  - Discussed ways of cooperation in connection with the collection of records and staff training.
Signed to implement the Exchange Programme on Archives between the National Archives and Records Service of the Republic of Korea and the State Archives Administration of the People’s Republic of China in June 1997.
  - Signed in Beijing, China. Established a framework within which archivists may visit the facilities of the
    other  party and Korea-related records in China may be collected.
The Vice Director General of the SAAC and 6 other persons visited headquarter and Busan branch in Aug. 1997.
6 Korean delegates, delegates from the SAAC and archivists from Shanghai paid a visit in October 1998.
6 persons from the SAAC visited headquarter and Busan branch in June 1999.
Amended and renewed the Exchange Programme on Archives between the NARS and the SAAC in July 2001.
6 persons from the SAAC visited headquarter and trained in the computerization of records in August 2002.
2 Korean delegates participated in the opening ceremony for the new building of the Shanghai Records
  Center in April 2004.
Amended and renewed the Exchange Programme on Archives between the NAK and the SAAC in December 2004.
5 delegates of the SAAC visited NAK in October 2005.
15 delegates of the SAAC visited Korea to participate in the First Korea-China Records Management
  Policy Discussion in May 2007.
Scheduled to participate in the Second Korea-China Records Management Seminar
  in the third quarter of 2009.
The State Archives Administration of China participated in the International Archives Hall at the
  International Archival Cultural Exhibition 2010 in June 2010.
Russia
Signed a protocol with the Russian Department of Document Administration to enter into an agreement
  on records exchange and cooperation in December 1996.
Signed the Korea-Russia Record Keeping Exchange Agreement in November 2000.
  - To promote the cooperative relations between the two countries and facilitate the collection of
   Korea-related records within Russia.
Signed a protocol with Russian Federal Archives Office on the terms of the exchange of record copies
  on September 8, 2005.
Signed a cooperative agreement with Russian State Archive of Social and Political History on September 9, 2005.
Signed an agreement with Russian Federal Archival Agency on the cooperation and use of records on
  September 9, 2005.
4 Korean delegates visited Russia and Hungary in June 2007.
  - Signed agreements on the collection of records with Russian Federal Archives.
  - Established a national framework within which Korea-related records within East Europe may be collected.
The Russian Federal Archival Agency participated in the International Archives Hall at the International
  Archival Cultural Exhibition 2010 in June 2010.
Mongolia
5 Korean delegates visited Mongolia to discuss cooperative measures with regard to record keeping
  in October 2001.
Signed the Exchange Programme on Archives between the NAK and the SAAC in October 2002.
  - The Director General of the National Archival Administration of Mongolia and 2 other officials visited NAK.
The employees of the National Archival Administration of Mongolia received training in Korea in September 2003.
The employees of the National Archival Administration of Mongolia received training in Korea from June 28,
  2006 to July 28 2006.
Donated records preservation equipment to the National Archival Administration of Mongolia in June 2007.
  - 3 Korean delegates visited Mongolia to participate in the donation ceremony.
Dispatched advisory group of Korean specialists for the construction of new repository at the request
  of the National Archival Administration of Mongolia. (1st: December 2008, 2nd: June 2009)
The National Archival Administration of Mongolia participated in the International Archives Hall at the
  International Archival Cultural Exhibition 2010 in June 2010.
Vietnam
The Director General and 2 other delegates from the State Records and Archives Department of Vietnam
  visited Korea in October 2007.
  - Was received by the Vice Minister in audience on October 8, participated in the signing of the Agreement
    on Cooperation in Archives between the State Records and Archives Department of Vietnam and the
    National Archives of the Republic of Korea on October 9, and visited the Historical Repository on October
    11.
Two Korean delegates visited the State Records & Archives Department of Vietnam in Hanoi as well as
  National Archives Center No. 2 and No. 3 (May 2009).

  - Consulted detailed implementation plan on the exchange agreement of both countries
The State Records and Archives Department of Vietnam participated in the International Archives Hall at
  the International Archival Cultural Exhibition 2010 in June 2010.
Heads of the National Archives of Korea and Vietnam had a meeting to discuss archival matters in June
  2010.
The UK
3 Korean delegates visited the National Archives of the UK in October 2007.
 
- to sign the Memorandum of Understanding on Cooperation in the Area of Archives Management Between
    the National Archives of Korea and the National Archives, UK
Australia
Two Korean delegates visited the National Archives of Australia and its Sydney office (May 2009)
 
- to sign the Memorandum of Understanding between the NAK and the National Archives of Australia on
    Cooperation in the Area of Archives (May 7) and visit to Sydney branch office (May 8)
A delegate from the National Archives of Australia gave a speech (session 2-1) at the International Seminar
  at the International Archival Cultural Exhibition 2010 in June 2010.
